This requires Goldsmithing also... just got a .2 skill up w/ Goldsmithing.
is the recipe for that good?,,,,smithing lv. 0......
It's Smithing (0) means that they don't know what the level is for smithing. from the materials i assume it's a high level synth proboly 60+
I had a character with level 31 smithing try to make these... it was possible with advanced smithing synth support but there were frequent breaks.
Smithing is now at level 34 and am still receiving good skill ups.
My guess, based on this, is that the smithing cap is going to be in the high 30's or low 40's.

I got a skillup making this at Smithing 37, so it's a bit higher than that.
EDIT: Incidentally, on another site the cap is listed as 46.

The Eisen does = iron, but hentzes does not = hands.
I speak a decent amount of german and i really don't know what hentez is. Hande is hands.
