I received this recipe at Smithing lvl 14 from the Advanced Support guy. I would have thought that the skill cap would be higher on this but that prolly puts it around 20 huh?
I submitted this recipe and I have verified it works. :)
however it also requires you to have the key item metal purfication which costs 40K guild points.
