hmmm. I'm level 11 fishing. I can use lufaise flys to catch copper frogs in bastok mines. If i can use these flys and i'm only lvl 11 with no guild points, what exactly is the point to this key item? Is it a total waste or am i missing something?

This item can be obtained from the fishing guild in Windurst. I don't have enough points for it yet, but the description said:
