I have gotten these from the AH and I am a Dragoon and I was curious on how long I should hold on to these and to about what level, also should I use anything else other than these, please give me your opinion!

you should sell them back to the AH and buy some battle gloves.... yes there is less defense on the battle gloves but the accuracy bonus on them more than makes up for that.
