You can buy it at the goldsmithing shop. I dunno if there is a rank requirement, but Bastok is in first on Titan server.
Removed Teerth and added AH category, guild level, fixed HQ display, added HQ recipe and desynthesis recipe.
the prices have been traveling all over hte place on Bahamut but for the most part balance rings go for ~20k and the normals go for 1-2k

on lashkim balance rings are more then 20k each and only 2k for these
These rings are really useful in Qufim. Especially if your a Theif. It thunders there a LOT, and when it does, your like "Yay!" I have 2, but I only wear one, unless it's Thundering.

On my server, Balance Rings go for 14K and these go for 7K. is it really worth 7 more K for an extra LGT?
No, but its worth 15k for an extra DEX...
