This is said to be sold from the Blacksmith Guild shop...I have a couple of questions.
1) Are there any special circumstances as to when/why this item is available from the Blacksmith Guild shop. I have been there at least 10 times and it is never there. However, I am Bastokan and we are always in last place in counquest. I have checked it when we got second place a few times but we are never first place. Does it have anything to do with conquest? What is it dependant upon, anyone know (days of the week? which day(s)?)?
2) If this item really is sold from the Blacksmiths Guild, what is the price range or estimate?
Any info on this is greatly appreciated I am trying to buy a lot of these to level up goldsmithing.
I dont believe that this is a lvl 29 cap, i made 14 bilbos at lvl 28 BS and got 0 skillups, meanwhile my GS went from 1-3. This has to be a level 28 cap not 29.

Weapon, defense, and magic skills are passive. They're always at the highest level you've achieved in them, no matter what job you're playing. It just matters if that job has that ability or not, and what cap it is at.
I just made this for my smithing guild test for level 28. I have 0 goldsmithing skill, but my skill went up .2 when I synthed this. The synthesis was successful.
She's in the Blacksmith Guild shop. Prices and item availability vary by day, not rank. If she's not selling an item then you have to come back another day and try again.

No. A bilbo is a finely tempered rapier design first made in Bilboa (Spain) during the middle ages and the renaissance. Were this a dagger, I'd go the hidden humor. As it is, it's just a historically acurate name for a good rapier.
It refers to the unusual proportion of it. It wasn't any longer than a typical longsword, but had a grip long enough to be held with 2 hands. It couldn't be catagorized as one handed, or two, so it's a *******.
