I used Wolf Mantle before which gave 4 def and 4 light, equipped this onto my 42MNK/21WAR and it gave me 5 defense.
Just a wild guess but it could just got up 1 def point every 10 levels. Sounds like it as Artwokay got 4 def in the 30's levels with it.
Base = def:3
lvl 30 = def:4
lvl 40 = def:5
etc.

As with the Variable Cape and the Variable Ring, the stats on the Variable Mantle increase with your level.
Unfortunately, this increase is nowhere near as dramatic. At Level 30, I get 4 defense instead of 3.

We had a variable mantle and variable ring drop on a Garrison40 in Yuhtunga. The reason you can't find them on the AH, is because they either are Rare/ex (variable mantle) or AH-blocked (variable ring, but also mannequin pieces!)
i believe this will be like the rest of the "variable" equips, with some sort of garrison only abilities, available primarily as garrison drops/rewards.

Im not sure where it comes from or stats or anything...except for whats posted above...I've never seen this on any AH...
