Wear the Dream hat and trade gifts to the children in your nation of allegiance, keep checking in the with moogle that gave you the quest, he will inform you of your level of xmas fame. When he says that you are "bringing caravans of Ludicrous joy" to the children of Vanadiel you can then go back to your mog house and recieve your "special present" that your moogle finds under your Christmas Tree...provided you did the holiday tree quest. Go outside and use your special present and you recieve the Dream Hat +1.
I gave out 2 stacks of 100 gil presents as well as the 3 packages the red hat girl ("Christina") gave me. That took me to rediculous xmas fame :)

You must have the dream hat on. Supposedly if you trade enough presents (no idea how many) to the children then you get a dream hat +1 from your mog house if and only if you have a christmas tree. hope that helps

Did you have a Dream Hat on? I heard sumwhere that you had to have a Dream Hat on while distributing out these Presents.
Anyone know what this is used for?
Trade it to a child to raise your fame for this event. Higher fame gets you closer to getting the Dream Hat +1 and also allows you to warp with the Event Moogles.
