Can Dragoon Fomor's be soloed by drg/rdm?

Ok, heres something that no one seems to mention... Why do we want these? they look like crap and give virtually no benefit of any kind.
Because we want to trade it for the JSE Body armor, which is really great for Healing Breath.

Too bad this doesn't have Wyvern's hp +10% like the af so if you switched to Drachen for healing and then back once you were done healing your wyvern would have full.

From my experience and the experiences of several people I've asked, this seems to be a 100% drop from Dragoon Fomors.
i killed 2 today and no its no 100% drop ;;
I have heard that it only drops in Phomiuna Aqueducts and the Scratuim but this site says it drops in the meadows and the coast as well. So is this true or am I stuck tring to get a party to get party together and go hunt these.
I'm pretty sure it only drops in Phomiuna aqueducts. Don't know about Sacrarium, but lufaise and Misereaux coast do not drop the subligars.
On a side note nice of SE to make the drg subligar only drg, that way i only have to worry about outlotting other drgs.
