I found this last week that the "Regional Vendor" will only sell it if the nation is NOT in 3rd place. San d'Oria was in control of the region and was in 3rd and semolina was no where to be found..
Also Raimbroy's Grocery does sell when they are in second place. I bought it today and they are in second.
