I didn't even get a cut scene when entering k-6 northgustaburg. do i need more fame or what? help me out, thanks~
Goblin Cutting is purchased from Faulpie at the leathercraft guild in Southern San d'Oria in exchange for a buffalo hide, a square of sheep leather, and 10,000 gil. I believe you need to wait 1 RL day after trading the gil and items to obtain the cutting. Should you lose or sell the original cutting, another can be obtained from her for 100k.
You must have the quest "A Generous General?" open to obtain the cutting directly from Faulpie; however, you can have someone with the quest open purchase one for you if you just want the cute goblin hat.
The cutting is rare but not ex, and can be bazaared but not sold on the AH.

So no one has any info on how to obtain the cutting? I'm interested in getting the headgear, but have been unable to obtain the cutting. Any info or advice would be much appreciated. Thank You.

No reason why not, but you'd only be able to sell one at a time, since it's a rare item.
