Just to be clear you must first finish the quest (In The Name Of Science) given by Yurim before Meret will take any items to exchnage for these stones.
when i say finish i just mean you must finish atleast one ws gorget/or obi.

As well as Luminion Chips, you can also trade Luminion Tissue to Meret for 99 Virtue Stones.
They are used in conjunction with the Jailer Weapons (One stone is used up when the Double Attack effect kicks in).

No, the item itself is used to trigger the latent effect of the weapons dropped off the Jailers in Al'Taieu. Easy to obtain in itself, I've yet to find an actual effect it has aside from the use with the Jailer weapons.

Trade a Luminion Chip (dropped by most mobs in Hu'Xzoi; I got mine off an Eo'grah) to Meret. She's in Tavnazian Safehold, up to the top level, then down the ramp, by Yurim. She'll give 99 Virtue Stones for 1 chip.

this item you have to have equiped to use the Sea jailers weapons that they drop to get the latent effect of attacking x2.

Check out the time stamps, and you will see that it was NOT stated before. Just something to point out so you can avoid future flame wars that will undoubtedly occur. But of course it it listed in the item description.
