The only chips for popping any of the Sea HNMs are the Ghrah M Chips, 12 of which are used for popping Jailer of Fortitude. These are just for the stones, as the note says above (I've traded them in before).
My drop rate wasn't bad, but it was a low sample size. I only kill them when they switch form as I run past, which isn't too frequently (with no TH).
I don't think they're for some strange apparatus thingy. One of my LS mates says they're NQ chips used to spawn NM's-the jailers maybe O_o The HQ drop is M ghrah chips or somethin' like that. These chips drop at a decent rate with a thief nearby, and the hq chips almost the same. However, without a thief, both chips are very rare drops.
