Used this today on my Tarutaru mule. He's level 47 Blm/25 Whm, and it raised his total HP from 605 to 635. I'm wondering if there's a cap on how much this can raise your HP?

Yup; +10%, caps at 30. According to sompage it also gives 10%mp capped at 30, but I have not tried it yet and you mention nothing about that in your post.

It doesn't require level 1 clothcraft, it is just capped for skilling up at level 1 clothcraft.
