I got one of these from a locked casket in Xarcabard about half an hour ago, along with an Ether +2. My skills in the crafts I could use it in aren't high enough, so up on the AH it will go.

I HQ'ed and got 2 Loops of Carbon Fiber.
My Alchemy was 58 at the time, didn't get a skill up. Level is probably the same or slightly higher than Carbon Fishing Rod synth (54-59 probably).

This does HQ.
Just got 6 out of one synth.
My guess would be
HQ1 = 6
HQ2 = 9
HQ3 = 12
So far, i've only HQ'd one out of 4 stacks... but then again, my alchemy is only 50.

How much do these cost on each server

The Official Strategy guide lists this item as part of the Cotton Headband recipe as well. The recipe they give is earth crystal, cotton cloth x1, carbon fiber x1. Can anyone verify whether or not this information is correct?

it is correct, "Loop of Carbon Fiber" is what they asy in the recipe, but first part of the text is normally not shown in the inventory :)
