You have to leave the zone and come back and talk with Hiwon-Biwon. He's now sick. Talk to Shantotto and she said he'll be ok in a few days. Leave the zone again. Come back in 2+ game days. (We went to dinner for one real hour.) Talk to Hiwon-Biwon, he throws up. Eww. Talk to Shantotto and she starts talking about jail. Choose "cry in dispair" and "no, not on your life". She tells you to bring her two bomb arms, a revival tree root, and the hair of the victim - Hiwon-Biwon. (You can get it from him while he's throwing up on you, again. You can't get it from him until she asks for it.)
Give the items to Shantotto and she de-curses him and gives you the "Misery Staff". During the quest, your title is Tarutaru Murder Suspect, when you complete it, it becomes Hexer Vexer. There are two titles associated with this quest. First, when she gives you the quest, you recieve "Tarutaru Murder Suspect" (may change depending on race). When you complete the quest you recieve "Hexer Vexer"
Title for the second quest is actually:

Not to sure about this one, any more information on it. Revival roots are rare, you can spend 1000 CP to get one I think.

The Revival Tree Roots are really that rare, just fight the Hound mobs in the surrounding area, they come out at night, and the canyon, I get the drops quite often. ^^

Just paid 200 gil for a Revival Tree Root (under Materials>Alchemy) So they aren't so expensive, Bomb Arms go for 300 gil each it looks like too. So the whole quest would cost 800 gil on the Phoenix server atm. (c:
