I got caught on my first try, but the message said that I am temporarily unable to board airships in Jeuno. Does that mean I can still board from the starting cities?
Edit: Okay. I just tried flying from San d'Oria and they let me through the departure gate, so I guess you just can't fly from Jeuno to the cities. Haven't tried Kazham yet, though I don't think it would make a difference since getting to Kazham involves a different airship pass.

SummaryThe Brugaire Consortium wants you to smuggle a package onto the airship and take it to the Tenshodo in Jeuno. WalkthroughYou must be rank 5 or purchased an Airship Pass in order to receive this quest. You must already be a member of the Tenshodo to recieve this quest. Tenshodo fame might be required for this quest also, so keep that in mind; Portaure in Cargo Room B of Port San D'Oria wants you to smuggle some goods to Jeuno. After accepting his request, you receive a key item, "Brugaire Goods". You must take the Airship from San d'Oria to Jeuno with this quest. Warp I or riding on a Chocobo will damage the goods and you will be sent back. Board the Airship to Jeuno and once you arrive, you will have to pass through customs.

Banned from Kazham too. It is kinda wierd to why, since like you said it is two different airship passes.
I did this 3 times in a row just fine, I believe it was 4th time I got caught. Thats what a lot of people say, 3 strikes your out.

Ok here is my situation. I am getting tenshodo fame. (sorry if i spelled it wrong) and i decide i am tired of walking or chocoboing it. So i go see what i have to do to get Rank 5. 2 hours later i finaly get the quests. So i start got a few key items needed one more. The qudav charm. You know whatever i will have a LS buddy help me. well that doesnt work out i end up meeting a friend and killing the mob that drops the charm. I leave for jeuno. finaly get there (because i had to walk) set my HP there sub BLM and chocobo back to beaduex. Got the magicte (realy easy) and then went to castle ozotroja. I hate this place, anyways so i am going through my invisible is about to wear off so i try to cast again i cant! so i run away and heal. get mp full and walk off took a wrong turn went into the wrong room got aggro warped back and then had to chocobo again. Finaly i get back do it right after waiting for the mobs there to turn there backs so i can open the door and i get the magicte. Then to Davoi, this had to be the easiest of them all. I walked to exactly where i was soposed to go stood there (invisible of course) untill the 2 lvl 50 mobs turned there backs and i entered. got that magicte. warped back to jeuno. got the pass got the rank got the gil went back to sandy like it said and then wanted to go raise tenshodo fame. so i get this quest get the other quest (easy 500 gil) and board the airship. I get off get to the gate. (honastly i didnt know i was smugling anything!) talk to ther person get through the door expecting just to go to lower jeuno give him his package and leave for sandy comeback on airship and go to windy.....NO I HAVE TO BE COUGHT AND MY LICENCE TAKEN FOR THEN!!!!!!! i did this whole rank 5 thing just so i dont have to walk and guess what i end up walking anyways. then i get the fame i need get back to jeuno (i chocoboed it cuz i forgot about airship pass) went to get on airship and rememberd that i cant.....because i was cought at customs! GRRR...i did all that on my own and yet it is then usless to me >< i almost gave up....then i rememberd that i had some stuff up for auction. went to check on it. it all sold i got 400k.

Well that's a big long story you got there that doesn't really seem to have anything to do with anything... so you explained to everyone how annoying rank 5 is, and anyone who can actually get this quest already knows that, you failed the quest, and then you went to the AH and sold stuff, why you mentioned the AH thing i still dunno unless you wanted to buy another license which would be odd... The only part of that story that really mattered was the message "I got caught when I tried this" and the rest is just garbage. Props to Izopyn.

I have done this quest once, and of course i got caught. I dont think i have any Norg fame since i have not been to Norg, but i do have a Level 5 Fame in Sandy. So you guys decide. I'm going to try this quest again, and if i make it through customs i'll be lucky.

Walking is not permitted by this quest. Airship only.
Airship pass is revoked until midnight in Japan. Thats 17:00 CEST (my timezone) and 16:00 GMT. I dunno the US times (you got so many timezones...) but u can figure it out with GMT.
(If you get caught at 15:59 GMT then indeed ur pass is only revoked for one minute!)

Did this quest 3 times in a row today. Didn't get caught once. Each time did the delivery of the package to the dude on the airship also so made 3.9k minus the cost of the airship. Would warp back right after i got to Jeuno in time to get on the airship again.
It says your airship pass is revoked "for some time." Has anyone tried to figure out for how long?
Also, does this lower your Jeuno fame? (some quests DO lower fame in other areas while increasing it in another)

I can do it up to 10 times sometimes without being busted. Usually busted the 4rd time or something.
But the best thing is. U get Tenshodo fame. I've been doing this quest from time to time for 2 months now and riceballs cost me 148 gil.
Ok it builds fame slowly but it doesn't suck ur money like the Zinc Ore Quest. Instead u make money.

now I've done this quest THREE times and have been busted in customs all three times. I'm done with this one. It's too discouraging.

after a grueling rank 5 mission(including myself(48rdm/24nin,another rdm(30rdm/15whm),a DRUNK 40whm/20blm, and a 48blm/24whm)i decided to take this quest and make some easy gil. Well, I got busted on my first trip. Needless to say, that sure is dicouraging.
I hate this quest... I really do. I have a 2/8 success rate. Why do I continue to do it?
About repeating this quest:
The change u get caught is really random. Most of the time I get caught within 3 runs. My max is 8 runs in a row.
It is posible to do this quest every 15 minutes (which is everytime the ship goes from San d'Oria to Jeuno).
U need a BLM level 17 or a LVL 1 job (MNK in my case).
Set HP at Port San d'Oria (close to zone to North),
DO
Get the quest,
goto port and pay 200 gil,
get the quest from eddy
(remember Hair Color, Hat or headband color/shape, trousers pattern and color, gloves type/shape)
get on the ship,
find eddies person and talk and choose yes,
arrive in Jeuno,
go through customs,
run to Tenshodo HQ (low Jeuno) and give the goods,
Warp (BLM17) or Ghettowarp in Qufim (walk to port, walk to Qufim, attack the first bats or Dancing Weapon u find, believe me it's faster than Rolanberry)

I think I've screwed this up about every possible way. Even if you have already "damaged" the package, you can *still* lose your airship pass by going through customs, no matter which port you go through. I once forgot to drop off the package after successfully going through customs the first time. When I realized my mistake, talking to the quest giver would not give me a new package, and I was forced to take a trip to Jeuno to attempt to drop it off again (which is when I got caught).
This is probably one of the slowest fame builders of all for Norg, since you can really only do it once a day. So, if you need fame in a hurry, look at one of the other quests that give Tenshodo fame.
And yes, the fame required to get this quest is dependant on Sandorian fame. I would guess lvl 3 fame or better. I used this quest almost exclusively to raise my Norg fame (2 zinc quests, 1 necklace quest... and lvl 3 fame in Norg after smuggling every night for a few weeks).

i have rank 5, airship pass, delivered yagudo necklaces 4 times, delivered zinc ore 3 times, rice balls currently at 164, sandoria fame around lvl 5 and i have completed 36 missions in sandoria. and i still CANNOT get Portaure, the stuck up snob, to give me the quest??? what in the world am i doing wrong? any suggestions i'm real confused. please someone suggest something. thanks

Have you done "The Brugaire Consortium"? It's also a prerequisite.
Same here. San d'Orian fame is DEFINITELY required for this quest (As people have made perfectly obvious above in earlier posts).
My San d'Orian fame isn't very high at the moment (I've basically done however many repeatable quests that were required to obtain the Drain scroll), and then I stopped. I did the other quest in Port San d'Oria, in Cargo Room B, where you obtain a Lauan Shield, and I still couldn't get this quest.
My Riceballs in Neptune's Spire are 152g, as well, so tenshodo fame has *nothing* to do with this.

I couldn't get the quest with 25 unique quests done in San d'Oria, but I got it with 29 (plus a few repetitions of the bat wings quest, but not many).

For some reason I can't get the quest. I have rank 5 and the airship pass. I also have a little tenshodo fame (10-11 completed yagudo necklace quests). All he says when I talk to him is "Our days of glory are gone forever." Anyone know what to do?

I have done the quest before and would like to clear up any misconceptions anyone has about this quest.
First of all.....getting this quest requires rank 5...because u are gonna be taking an airship. Using warp or teleport at any point during the air-journey will result in failure in the quest.
After dropping off the package by speaking to Yin-(something) at Tenshodo HQ in lower jueno (Helspires tavern), u are free to travel by any means back to Port Sandoria and speak with the guy in Cargo room B who gave u the quest. I used warp...so much faster and convinient :)
If u happen to get caught, your airpass will be revoked....the timing when u get it back is correct as to what is listed above.
In addition.....there is another package drop quest inside the airship. Finding the right person will grant you 500G. So in doing this quest....if all goes well....u can earn 1000+500 =1500 Gil ,minus the 200Gil airfare giving u 1300Gil total. Pretty decent for 10mins work, i would say :)

I started with rice balls at 166. After doing this quest only once or twice and finishing the Samurai quest, I was down to 164.
I attempted this quest a total of 36 times, successfully making it through customs 26 times. The post below is correct, airship pass is restored at 11am EST daily, so doing this quest a bunch of times early in the morning causes the least problems for your other in-game activities.
After 26 successful completions of this quest--and maybe 3 completions of the necklace quest--my rice balls were down to 156, and I was able to activate all five ninjitsu quests in Norg.
