This is NOT correct. I am rank 9 in bastok, i put in my bed on a thurday ~3pm. Bastok was in 3rd place. On sunday Bastok STAYED in 3rd place, and I was able to get the quest. So 3rd place is NOT needed.
Just to be most specific, I did not change my residence at all between thurday and sunday.

SummaryYour moogle wants to take a Raptor mantle and a Wool hat to his friends in the Outlands. He sure would be happy if you found them for him. DescriptionAfter sleeping on your Noble Bed, your Moogle once again gets homesick. This time it is for his friends. The moogle asks you if it can go with its friends on a trip overseas. If you do let him go, it asks for a "Raptor Mantle" (3300~4000 gil) for protection against the searing sun, and a "Wool Hat" (~14,000 gil)for the torrential rains. Bring these two items to it and then the moogle will be off for several game days. When it does come back, the moogle says they made you a new Mog Safe for your MogHouse making your total MogSafe limit to 80 items now.

I received the quest with Windurst level 8 fame and Windurst in 2nd place after the tally.
I don't think country rank matters based on this. Some people may think it matters since they may not get the quest even though they should. A friend of mine had the Bronze Bed for MH1 in the layout but didn't get the quest due to what most likely was a bug. So people may have experienced this and figured country rank mattered and the next tally their country was a higher rank.

Your country need not be first place.
I have had the bed in my moog house for 3-4 weeks now with no quest. I am max fame in Sandoria, so I am assuming it has to do with your country's rank. If anyone knows for sure I would appreciate the help. Thanks!

im assuming you can sell your bed back after words, right?
I wouldn't count on it. It wouldn't let me remove the Bronze bed until I had placed the Noble's bed. I will try when I get the quest completed, to switch back to the Bronze bed.

Yes, you can remove and sell the bed. If you have trouble removing furniture that you've placed check what you've put in "storage". You won't be allowed to remove a furnishing if it would decrease your "storage" capacity below the number of items you have in there.
I put the noble bed in my moghouse last week when my home country, Bastok, was in 2nd place. After the tally on Sunday Bastok was in <b>last</b> place. I got the quest yesterday (about a week after I put the bed in my moghouse).
Just FYI, I just got this quest in Windy at the last conq update, and I only have fame 7 in Windy.
Triggered this quest about 12 hours ago with my Raptor Mantle and Wool hat.

i bought the bed and put it in my mog house 10 hours before the tally and didnt get the quest.
i have max san fame so thats not the problem..
i would say put it in a day early if you want to get this quest.

I put my bed in mog house on May 28. On May 30thI did not put my moggle in home mouse as I went to bed. Put him there about 4 hours past Tally and did not get quest.
The next week, June 6, I once again forgot to put moggle in home Mog house. I went there and put him in at 40 mins AFTER Talley started (it was all done by then and my nation was in last place) and I GOT quest. Pleasantly surprised cause everything I have read in the other quests told me moggle has to be there BEFORE talley started.

Your right... because I put my bed in my Sandy MH and went back to reseting my MH back in Jeuno. Waited until after Sunday tally... went back to Sandy, resetted my MH in Sandy, went in and got the quest.
So (Dispel) on the idea that your mog HAS to be in your mog house the entire time at your home nation... just the bed. ^.~

I put the bed in my moghouse about 1 hour before Tally time, and went to the AH and back, clicked on Moogle and got the quest - I was a bit shocked, but pleased, especially as the tally results had not been announced ( it was actually tallying at the time i received the quest )

one thing you must do is talk to the moogle and not go to the mog house under the menu. Had a friend who had the bed in her Mog House for several weeks with no result. We came to find out she was clickin on the menu and not the moogle... you MUST talk to the moogle... least thats what Sam, my moogle told me.
This quest series is not just fame and conquest ranking restricted, they are time based as well. The bed must be in your mog house for a certain lenght of time before the quest will open up. I'm not sure exactly what it is, but it seems to be about a week. Once it's been in there long enough you can get the quest if your fame is high enough and your nation is in first place.

I'm pretty sure the Ranking of your Nation isn't an important factor~ I'm almost quarenteed my nation wasn't in first place when the Tally came around, and I was given the third mog expansion by my moogle. Last week I wasn't able to get the quest (fame now high enough). I just increased my Fame in my home town to level 9 (max) and was given the quest. As for the Bed must be in a certain amount of time, I don't believe that is correct. Friends of mine had the bed in less than a full week and were given the third mog expansion.
I think the bed must be in the house for a certain amount of time is probably true. I have Lv 9 fame in Bastok and I put the bed only 1 hour before the tally thus didn't get the quest. I will wait until next tally to see if it is true.
The bed must be placed in your mog house a few days before the sunday(tally) but it seems you can take it out of the layout and place it just after the tally and it will still give you the quest. I found this out when i forgot to place it back after changing mog enhancements, and only managed to put it back several hours AFTER the tally and it still gave me the quest

OK You do NOT need lvl 9 fame... lvl 7 is what you need to get this last moogle quest... and country rank, does NOT have anything to do with it :)

also, I would check the NPC prices for the hat. I saw it at the Jeuno NPC for < 13k.

on valefor the beed is like 75k but i got mine for 1000 i really lucked out i'm just waiting for tally time so i can get the quest. and anyone know if the royal beed will give u 90? cause my japanese friend gave me one a few days ago. she is so nice to me.

I've caught wind that after a nobles bed you can place a Royal's bed into house to increase it to 90. I haven't confirmed this because of lack of money and none for sale. Trying to ask some of the JO players in my LS, get back to you what I've learned.

i was no able to get this quest from mob - so it looks like i wasted for minimally a reall time week 70K for the Nobles Bed
i boughted the bed two days ago tally - bringed to mog house and placed still two days before tally (2 real time hours) then after tally no quest cut scene nothing
so from this point of view it looks like u will need have maximall FAME in your home city anad its 9/9

does your home town have to be windhurst for this one, the only listing for this quest says start place is windhurst woods, i do hope i didnt just waste 60k as i am from sandoria and that is how much the bed costs on the unicorn server

No your home town does not have to be Windhurst it can be any of the towns and as the other post said you don't need to be in first place, I just got the quest with San d'Oria in 2nd place. I beleive the quest goes by how many quests you have done. I have 120+ different quests done and at least another 50 or 60 repeats. The raptor mantle only cost around 3k on my server and the Wool hat can be bought from a merchant in Jeuno for around 12-13k. There is a wool hat and a wool cap, make sure you get the right one, a wool cap is much more expensive and you don't want to waste the money by accident.

Any idea what fame level you need to be to do this quest? I have fame level 8 in SanDoria and wondering if that is enough or I need 9?

I too want to know how much fame I need in my town to do this. I'm going to try it this weekend, and only have fame lvl 7.

I can confirm, for at least this quest, that your town does NOT have to be in first for it to activate. Mine just activated with my home town in dead last.
