It appears that you can't -finish- this quest. Spurce Lumber seems to be the missing item. If you were to get it tho, try logging in Carpenter's Landing and Lufaise Meadows, etc. etc.
FYI, Extra-Fine File drops off Fomor in Lufaise Meadows, so Tavnazia Access is a MUST for this.

The first is a Magicked Steel Ingot dropped by Goblin Oilman, Goblin Hammerman, Goblin Tollman, and Goblin Leadman in Oldton Movalpolos. A fairly common drop. The second is a piece of Spruce Lumber dropped by Taurus in Phomiuna Aqueducts. These con as Decent Challenge when you are capped at level 40. Watch out for Doom! Lastly, find an Extra-fine File dropped by Fomors that spawn in the watchtowers and around the campfires at night (20:00) in Lufaise Meadows. Woohoo!!! First post!!! lol... but anyway me and my friend found some of the Magicked Steel Ingots in Oldton Movalpolos, don't remember what dropped them tho. They're rare/exc. No clue where the other items are.

The moblin drop these. I don't think the Bearbug (Forget what they're called ><) or Goblin do.
