I had no problems picking up this quest all i did was talk to Evi first then his gf (person standing next to him) and then talk to Evi agian and then he tells you all about the quest.

I have been trying to get this quest for ages. I have had Hero fame in Bastok for a while and still, Evi wouldn't give me the time of day. However, this morning I finally got round to doing the second Qiji-related quest (Til Death Do Us Part-Cotton Gloves needed). I talked to Evi (not his girlfriend) before going down the stairs to Romilda and he said nothing out of the ordinary. Then, out of habit I guess, I talked to him again after clearing the other quest and FINALLY! I got it. Phew.

I have completed 17 quest in Bastok. All required level 1 and I'm now doing this quest. None of the previous quest were repeated. I am level 8 currently. I think I was 5 when got it. Thats Levels in monk. I hate writing long posts but heres the quest I have completed up to this point. The Siren's Tear, Beauty and the Galka, The Quadavs Curse, Hearts of Mythril, Gourmet, The Elvaan Goldsmith, A Flash in the Pan, Smoke on the Mountain, Stamp hunt, Mom the Adventurer, Groceries, The Bare Bones, Minesweeper, Buckets of Gold, Brygid the Stylist, The Gustaberg Tour, A Lady's Heart. Hope that helps someone figure out why people seem to be having trouble. Goodluck!
this requires a fame lvl 6 in bastok to get quest!!! (tested) this is also listed under the fame section here for a year now.

If everything above STILL doesnt work, Ive verified that this is a low fame, low level job quest (did it in my first few weeks of playing the game from the VERY beginning...) and theres just some quest in bastok thats holding up the process story wise.... just do various low level/low fame quests in bastok and keep checking in... ill bet thats everyones problem, i just wish i knew WHICH quest, its been a while... someone mentioned Michea's involvment... try her, shes above one of the shops in bastok markets in the south west most section on the way to south gusta. Best of luck ^^

Ive done 15+ quests in sandy, and 15+ in bastok, and i still cant get it. What gives????
talk to evi...then raefaela...then evi again and youll get the quest. not just him then her. i got the quest when falco knew my name howver friends have gotten it when their names sounded familiar.
Sandy resident, 40 Sandy quests, 30+ Bastok quests, etc etc still no quest. The only one I can't seem to get!
I have done more than 15 Bastok quests, plus Groceries, and other repeatables, like the Flint Stones one, countless times, but, the quest hasn't been given to me yet, I even got the Warp Scroll Mean Machine quest, that supposedly requires more fame than this one. I finished it, but have yet to get the dang Dog Collar, maybe after that one, they'll give me the quest.

I'd finished this quest when i was level 15 and my fame is not rated 10.......hmmmmm.

Im from San O'Doria and came to Bastok for the first time, i have 0 fame there, talked to Evi and finished the quest with no problem. maybe you guys are at the wrong place. ^^

I'm a level 41 rdm, have LOTS of Bastok fame (enough that Cid gave me the quest to talk to the tavern owner, one level above the req. for Mog Safe expansion), I've obviously been to San D'oria and I have fame there too, I've finished all the quests with the Elvann goldsmith, I've done the dog collar quest, I'm Rank 5, I've talked to Evi and his girlfriend in many different ways (including Evi - gf - Evi again) and I STILL can't get this quest. Maybe I'm too high for it now, haha...

I have accepted this quest and found the ??? near the windmill in highlands BUT when i check the ??? it says" though i seen something but it was nothing" any ideas on what to do???

You must be at least level 9... Talk to Evi, then his girl, THEN him again... if you CAN receive it, you will... you'll need to have your points up... have fun
You may need to do a certain number of quests related to the Elvaan goldsmith (there's 3 or 4 quests that become unlocked when you finish that one). Evi is friends with the NPC from that quest and believes you are trustworthy enough to retrieve the orders for him.
LOL that's funny. Creative too. I did zeruhn soot about 10 times and got this quest with my lvl1 warrior.

mmm i havent really read this thread, but im curious... could it be you have to visit sandoria first to get him to give the quest? just a thought... dont kill me >.<

no dont worry i got it at some low level as a war after doing some of the Michea, is it? The smith in bastok above shop near markets to gusta exit? anyways, did one or two of her requests, and never went to Sandoria... whoever said to do the Elvaan goldsmith's stuff first is rite, i believe... i was, again, probably pre level 10 and with not very much fame

If you DO NOT have quest, then you will NOT find his orders in the Highlands. Don't waist your time...

this quest doesn't work for me either. Ive spent about 3 hours running back and forth to the highlands trying to pick up the orders and talk to Evi... but can't get anything to happen. Im just gonna buy the scale mail. Im angry.
Tryed talking to both Evi and Rafaela multiple times, no quest.
completed a repeat and then this quest was givin, 10 fame sounds about right.

I couldn't get this either, then I talked to Evi, then to his girlfriend, then back to Evi, and he gave me the quest. I found the papers easily enough, and they are a key item so they don't go in your normal inventory.

Apparently there's something else involved in getting this quest. I have nearly 30 quests completed in Bastok. I'm a level 22 MNK/11 WAR. I still can't get Evi to give me this quest. Maybe he only gives it to certain Jobs. I'll switch to Warrior and see if I get it then.

I have been doing the other quest and w/o doing any mission (Rank 1-1) I was able to do this quest. Did not do the collar quest. Just 10 of the other quests listed for Bastok.

I just got this quest today after completing the bastok welcoming comitee quest, which i believe was the 10th quest i finished, but could not recieve this quest before that, so i think 10 quests is the pre-requesit as stated before

Evi is in the top right corner of I-7... just under the y in the words "Harbor Way" on your map.
