does anyone know if this stacks. For example 25 RDM/ 12 WHM. Do they get 2 bonuses or just one?

Job Traits/Passive Abilities are automatic...i.e. when you get to the proper level, it will be active.
You don't have to do anything to activate it, go look under Abilities-->Job Traits and it will be there. They are always active and usually helpful :D
