Not if they don't have enhancing skilled up, then it's pretty useless.
FFXI: Exodus @ San d'Oria since November 19, 2003, Siren Server
FFXIV: Turk Kalahai @ Gridania, Balmung Server (RPC Link)
Rift: Kalahai @ Sanctum, Faeblight Server

According to the White Mage forums it adds 40+(Enhancing skill/5) to the resistance, and the base 40 is still better then the equipment you can get in the dunes. Yes its better to have it higher, i usually try to keep enhancing capped, but some is still better then none.

It not only helps, but is incredibly useful at lower levels and essential at high levels.

Not only that, but other skills can be defended against using bar-spells as well. The Bubble Shower skill used by crabs is a classic example of that. If you want a good listing of skills and what bar-spells work against them, check out the listing on Mystery Tour at http://mysterytour.web.infoseek.co.jp/ffxi/us/monster1/000mobinfo.htm . I don't know whether or not this is completely reliable, but it's worth a shot.

The magic shop in Lower Jeuno carries every single RDM and WHM bar spell: status and element.
