This trait is quite nice, especially for HNM fights and such. Probably gonna merit this soon ^^
Penance inhibits mob TP gain by 20~25%. So yes, mobs will still gain TP, just 20~25% less than they normally would.

The answer to this question is a simple one: Penance makes it impossible for a mob to gain TP for 20 seconds each time it is merited.

i dont think your right here, I merited this full and mobs still spam TP moves.. And im not just talking about mobs w/ TP regen, even regular merit Mobs in mamool, i dont think its 100% TP block.

ok since you said it makes the mob impossible to gain tp for 20 sec for each merit, does that mean if we can just do something like this to stop the mob from getting TP at all?
