This sucks. While this does make it so you can't go around slaughtering TWTBW to get abilities, if you miss an ability along the way, you're screwed if you need it at a later level. Anyone leveling BLU, GET EVERY SPELL WHEN AVAILABLE. You can't wait until 75 for that spell "you don't think you'll need", cause it will be too late.

This whole set-up point seemed confusing, until I realized I play a lot of Dungeons and Dragons. If anyone has played D&D, you'll note that Sorcerers have access to all their spells whenever they want to cast them, except they are limited by spells per day. A BLM works this way, they can cast any spell in their repetoire - provided they have enough MP (i.e. spells per day). A Wizard must prepare spells every day, and then may only cast the spells chosen, as limited by spells per day. A BLU, therefore, will be more like a Wizard - say for instance, at level 1, you have 10 set-up points. Whirl Claws is 5 points, Sprout Smack is 2 points, and Plaguebreath is 8 points. You can set Whirl Claws and Sprout Smack or Plaguebreath and Sprout Smack, but not Whirl Claws and Plaguebreath. You can then cast those spells as often as you want, as limited by MP. Changing your set spells will probably have to be done at the Mog House, since changing on the fly in battle may be too powerful? There is no "full rest" in FFXI, so Mog House seems likely choice.
Your number of set-up points likely increases with level, possibly with AF too, so while a BLU can only have a couple weaker abilities or one strong situational ability at low levels, you can probably access everything at higher levels. I'd love to pick wether or not I want Dimensional Death and Spider Web or simply just Meteor (we can hope, right?), but it also makes deciding what to bring to a particular camp or a pick-up party much more difficult. BLU will be a thinking man's job, and I love that ^^
Also, I like that the ability is gained from defeating the monster, and not from a scroll/being hit by the attack. This means you can learn abilities that aren't attacks, I can't wait to go around murdering Dhalmel for Whistle.
