Inadvertently, I believe coffeehamlet is the one who made someone's day better. Because he wrote it.
I witnessed the famed pebble fight in Ballista, Windurst vs. Bastok. Bastok lost as most of us were torn and had a hard time parting with our beloved pebbles. No spells, no curing, no melee, just pebble throwing until one nation was left standing.

The long of it: Windurst knows and loves the pebble for what it is and what it can accomplish, and thus they see the act of throwing the pebble as the highest form of it's virtue. The Bastokers, on the other hand, can only see pebbles in material terms, and so they horde them, thinking that to amass a stockpile of pebbles means certain victory over their rivals. It's always an arms race for them, always looking for the bigger, more jagged pebble to throw, and never actually throwing the damned things.
The short of it: Bastok needs to quit using spendthrift Rangers who will only pop a pebble off with unlimited shot.
Relic Pebbles are what the GMs really use as a weapon; they just have a hack going on that makes it look like their swinging a great sword!
