It seems to me as if people who got hacked recently get their accounts back earlier in general. That system is called LIFO -> Last In First Out. I guess they realized that the earlier they act on someones account theft claims the smaller the damage, the fewer logs to go through and so on. Maybe they even improved the log system and made a few tools to fix up stolen accounts faster. Those tools(if there are any that is) only work for recent logs though and they still have much more work going through the old logs manually.
Maybe hacked accounts that are reported as being stolen now are dealt with in a different manner(can't be flagged for RMT or something like that or flags will be removed as soon as they are reported stolen).
I guess whenever there are any recent thefts they will work on those and put older ones on hold until they've fixed those that are much easier to fix. It's a pretty unfair system but probably more effective if they only have a very small number of people working on those accounts.
