I have two characters, one of which has the Intermediate ROE section and one doesn't, and for the life of me I can't see how they differ nor have I found any link in Google that refers to the Intermediate section having to be unlocked.
So, can someone give me an idea why one character is missing this?
He's done 161 RoEs up till now.

Did you do the basics trust roe's?
Mine unlocked after I'd done all the Basic section trust records.
