So I was wondering:
Does Mastery make sense for us? I feel like if you load too much of it on you will not benefit from Rapture as much. Would it be possible to skimp on Mastery for more favorable MP returns? I am only level 75, so I am not doing Catalysm content, but I find that often my Tank has my shield wearing off instead of being consumed.

When you reach endgame, Mastery is pretty awesome. Better than crit, at least.
And you don't have to worry about PW:S not falling off. You'll find, especially once you reach Cata content, that it will only really last for a few hits. Usually only a single hit in a raid.
That said, shields are far from useless. Even if the bubble pops on the first hit, that's still so much less damage you have to actually deal with.

I agree totally. If ever I had a tank where the shield wasn't being use up, I'd stop shielding and break into my smite healing rotation.
