I don't have any easy answers for you, but I hope this "tough love" will help.
0. Maps are essential and not-expensive, relatively. If you're having trouble even affording maps, then you're almost certainly also having trouble on other essentials like armor, weapons, sneak/invisible medications, etc. So my advice, before turning to the summons issue, is to cowboy up and develop crafting, fishing, farming and/or HELMing. (In my case, it was chopping logs in Ghelspa and then making/ selling the lumber. Then I started making bolts. Then arrows. Etc.) Otherwise, you will always be struggling for money, and your friens will start to avoid you because you ALWAYS say you don't have money for w/e they want to do.
It's not a lot of fun; it's hard work, and it takes you away from leveling. But it must be done in FFXI if you're going to get anywhere, unless you have a sugar daddy giving you things. You'll be glad later if you develop your income potential early!
1. The best way for a not-yet-high-level player to get his summonses is via the Trial Size Trials, aka "mini-forks." For example, here is the one for Ifrit:

Now, they aren't easy (and thus not "safe"), but if you read and plan carefully, and avoid bad luck, they are THE way to get your basic summonses prior to having a high-level job.
