Currently I am fishing these on the Alzahbi/Mhaura ship and here is what I found that works. Lushang + meatballs + albatross rings. I am lvl 95 fisherman, other than the line breaking every so often, I have caught 4 of these so far, which isnt bad for a first attempt and its 52% moon phase. I have +4 fishing gear. If you are really having problems with this, perhaps try getting a penguin ring from the gutting quest by turning in bheflin marlins for brigand's map. Also I unequipped my linkshell pearl because its distracting. lol ^^ sorry guys

Can be caught on these following ship routes:
1.Mhaura/Selbina during pirate attacks.
2.To and from Porgonorgo Isle Manaclipper ferries.
3.On the Mhaura/Al Zahbi ship.
Is caught with either a meatball or Drill Calamari(the Calamari is obtained by trading Sea Zombies to Zaldon.)
Can only be caught with a Lu Shang's Fishing Rod (unless you magically have an Ebisu Fishing rod already and are catching them for gil.)
The chance of getting the Saber Shoot needed for the Ebisu Fishing Rod is VERY VERY low (maybe 1-2% chance.)
