From what i have seen, people will tend to macro these items in before a WS. With all of the stat boosts the the hecatomb set gives, it can do major increases on WS's. Its not a smart thing to have equiped all the time in an XP party. The weapons you would need to counter the slow+ would not do enough damage on their own to warrent using them.

This item is the uncursed version. The Hecatomb set is for pure power with sacrifice to speed.
Which can be covered if you use weapons like Ridill, Joyseuse, Kraken Club.

Don't TP in Hecatomb Cap. In fact, you might as well just make those weapons that much better by using haste gear instead. Fast TP weapons AREN'T made for big damage, so instead of gimping the TP gain by packing on Slow+ and adding STR/DEX to a low damage weapon, add Haste to maximize it's potential.
Hecatomb Leggings are... BORDERLINE and situationally ok to TP in. Assuming of course you're NOT in a haste build and you're going for full STR/attack gear, like in a kited fight or something.
