To answer the last post (no matter how old) yes, for subcrafts you have to be the level of subcrafts or higher AND the level of the base craft or higher if you want any sort of success chances at this HQ item.

so do i HAVE to have 60 goldsmithing and 53 leather craft to make this if i am lvl 100 clothcraft (just started clothcraft and am at lvl 0 in the other 2)

Not realy 60 & 53 but around it (more is good too ^^) if you got more more chance to craft it, less makes more chance to get a fail

attempting to buy the whole set ^^ I have 3/5 peices so far ^^ need the legs and feet.
There are 6 pieces if you count the cape. gl with that.

Is this made, a drop, or like a rank 10 conquest item?
This is an HQ synth of an EXTREMLY high level Clothcraft armor. I.E. Really freaking rare.

98-100 Clothcraft on my server is like 150m+, unlikely it's much different on yours. It's still a triple-synth craft and given the rarity of anyone actually being 100 cloth, you can see why this piece is very rare.
