Well, I see others have posted this... But I was surprised when it happened to me just now. XD I was beating on a maggot in Oztroja, skilling up with the staff.
I was going to put it away after the fight, and finished the crawler with a WS... Suddenly, the screen went black - I wondered if I was going to jail or something. o.O And... Then I was back in Jeuno. Whoops.
So yeah, completely random. ^^; Guess if you need a warp, just round up some Too Weaks and look at something else.

Worked for me fighting a too weak mob during the Harvest Festival event.
When it worked I was at 100%HP, <100%TP, Waxing Gibbous (69%), Lightningsday, Night time. Doesn't look like anything special, probably random.

I was in this grassy place, fighting this HUGE *** ram, and i popped it in de head, it got mad. it hit me back, i ran away. i hit it in the face with the staff in vengence. i got warp home, angry. hp low, hungry.

I got an inkling on how this might work. Maybe it's now full moon + lightsday + everything else, and new moon + darksday + everything else.
Unfortunately, minutes before there was a new moon darksday, I was unable to test my hypothesis. Can someone please test this for me? Thanks.

Last year was bamm war in one or 2 hits. no yellow no tp no moon phase. But last year my staf skill was 0 cause i started playing last year. Hoping it's not fudged up like get skill point warp >.> hoping not but that's about the only difference i can see.
Has the Staff changed at all since last year's festival? I hope It's better... >_>
My guess is that SE changed the latent requirements. No idea what they are yet, I'm trying a few things...
It doesn't work for me either. HP yellow. TP under 100, and it's the Halloween event.

During full/new moon: activates when HP are yellow, TP is under 100%, and landing a blow with the staff during combat.
During Halloween event: activates as above, regardless of moon phase.

i have only hed thing work 1 time and only one time that was durring a ballita match mind u my team was winning when it warped me i was fighting a bst when it happened i was a lvl 40 match with smn/whm combo

Welp, i remember it warping me as a lvl 12 BST, when i was right outside the gates of Bastok. I have tried it several times as WAR, or RDM and i get nothing. I havent taken note of the time of day in game i tried to use it, though. :(

so the warp doesnt work anymore?
but as I was about to say. It's not too bad for any lvl 1 mage. still 5hp and 5 mp. it's better that the warp doesn't work for that case. and I know I'm pointing out the obvios.

Ok, I have a few things to say from my experience. One, Halloween is over, it still works. I've used it many times to warp now, and you don't need low HP. I've wacked a mob 2 hits and warped. A friend told me it needs to be night time, and the one time it didn't work for me it was daytime. I keep the fight going all day into night, and at 19:50 I warped. Also I seem to warp faster on tougher mobs, too weak seem to take a little while, Tough I warped in a few hits. Hope this helps^^
I know it only works during halloween weeks. It also only works when there are no undead around ie not during the game hours of 20:00 to 5:00. During these hours I'm like dangit work it took me a while to realize that it never worked at night. So be very careful. If you used it during the daylight time and it doesn't work only guess is it doesn't work well on too weak mobs. I've only used it on EP to IT. If that's the case it really sucks at higher lvls. atm I only a lvl 16 war and lvl 18 mnk I started a new.
I was busy farming today and eventually got a full inventory and had this staff on me. I didn't wanna use my Cudgel since it has a 24HR recast. So I equipped my staff and went to work on a Crawler. One nearby linked so I just kept at it. I went two entire battles and didn't trigger it once. So then I tried on some Goblins. Dropped down into the orange in HP and it still refused to Warp me.
Darksday, Waxing Crescent 36%.
EDIT: I didn't realize there were so many other posts when I posted this... >< But yea, skip this and stick with Warp Cudgels...
Eventually I actually killed one Goblin and just used my Warp Cudgel anyway. That's not the only time this dumb staff has failed me. If you're looking for reliability, better off to get a couple Warp Cudgels, sub BLM, get a Warp II, or use some other method. I did this as a WHM51/THF15 since I was farming.

sorry not to sound rude but cant u guys read LATENT effect u have to do something to make it warp it wont work untill a certen requierment has been meet like job day hour place red it before u bash or leave the game find out what you have to do to make it work its that simlpe ^^ i dont have the staff so dont ask me i want one tohugh and i have seen alot of them on my server

the damn thing doesn't warp anymore. I tried beating on things for nearly an hour several times the past few days and nothing. oh well, I've still got conquest points.

Now that the event is over, can anyone confirm that the staff is not working now? I have heard both stories of it working, and not working. Any information on this would be appreciated :)
I tried when I was mining, wanted a free warp back. Fought orcs for at least 20 mins. No warp. >.<
