Can some one tell me what I need to craft this item? I'd need to know the skill needed, the item needed and the skill level needed to do it.

It's given to you just like you get a club when you start as whm.
I suppose the +1 Str would be more important than 1 def for mnk O.o, even still, i used this until purple belt..

I got it as a galka-monk in san.
I got this when I start the game in Hum-monk in San dOria.
Yeah, you get this when you start your first character with an ID if it's a monk. No matter what race or city.
If you start a monk as an additional job (once you level to 18 with your main) you don't get anything. You have to buy all the level 1 stuff.
