Just confirmed that this quest is given after 1 week game time...not after Japanese midnight, not the next game day, not after 2-3 days game time...after 1 week game time. (I know the 'after Japanese midnight' statement isn't true because I live here)
Not Japanese midnight related

Whatever the previous posts say, I didn't get this quest when waiting till after midnight. I did the first 1 some two hours before Japanese midnight, then came back some 25 minutes after midnight and still didn't get the quest. It seems there's still some sort of fixed amount of time needed to pass till you get the next quest. Will update this post when I receive it.

2nd Quest Timing

Here is my own personal experience of getting the second quest started.
I did the first one around 2am CST and then logged out after not being able to get the second one. There was server maintenance from 11a - 7:30p but I'm told the servers didn't get turned off because it was a POL update, not FFXI. That being said, it was at 8:48pm when I got the second quest and finished it since I already had the items. ~17 real world hours, it could be less then this, but no more then approximately 17 real world hours to get the next one started.
this sucks

hmmm...

OK, you cant activate the 2nd quest til after midnight JP time ><
So, after finishing off the first one at around 4.10pm gmt (midnight time JP is 4pm GMT XD), I had to wait til after 4pm the NEXT DAY!

I only realised after going back and forth about 10 times on the ferry, and making trips to grab stuff for the other quests I could actually activate ><
Logged out and tried again the next morning - still no luck...tried again when I got back from work, and I could activate it.

So it aint a fame thing, it aint a couple of ingame days (unless you're lucky and finish off right before midnight =P)...it is ONLY waiting til after midnight JP time. (or 1 RL day).

I hope they aint ALL like this or I'll be spending a lot more time here than I hoped...I brought all the stuff for the next 7 quests ><
still nothing

its been about 9 RL hours and he still won't give me this quest ><
I have lvl 5 fame in windy and lvl 8 everywhere else.. i guess ill go raise windy fame some more and see.

Edit: ok I didn't go raise fame (took a nap) and he gave it to me about 22 Rl hours after i finished the first one.. now for the next ><

I forgot to finish this quest for awhile. LOL, almost a year I believe. Anywho, not much info but if you bring it after the 3 game days he says he just got someone else to do it for him.

You still complete the quest except you get a 1000 gil reward instead and my title was given Purveyor In Training again instead of One-star purveyor. This doesn't effect you getting later quests.

Just some scolding for being late with the goods.

I can confirm that this is still 1500 and One Star purveyor is the title you are given.

Rwolf is right : I activated the quest but brought the items 4 real days later. Rycharde then told me someone else already brought him the items, but gave me 1000 gil for the effort. And I had also the title Rwolf talked about.

The only thing that you need to do to get this quest is to wait a period of time AFTER the first quest. I think the amount of time is 1 vana-day (1 rlh) but I am uncertian. I did the first quest on monday at midnight(a day after the conquest update), he wouldn't give me the second quest. so I read up on all the posts here and said "I will deal with this in the morning." when I logged in @ 8 am I talked to rych and he gave me the quests (I had the items in hand too)
RE: To get the quest
# Dec 25 2004 at 1:50 AM Rating: Excellent
The time in between these quests is 1 Vana'diel week, so 8 RL hours (8 days in a Vana'diel week, right? */blush*). I finished the previous quest on Earthsday and tried each day to get the next, but I wasn't able to activate it until the following Earthsday. Hope that helps.

My Experience:
Bought a beehive chip and farmed 3 Dhamel meats before entering Mhaura. Talked to Rycharde, recieved the first quest. Completed it. Talked to him again, he did not want to give me the quest. I logged out, and returned again the next day (RL). He gave me the quest. Therefore...

My Hypotheses:
1. Receiving the second quest doest not depend on fame (since my fame did not increase while I was logged out)
2. Receiving does not depend on the "Conquest Update" message, I recieved the message but could not receive the quest.
3. Receiving the second quest probably depends on time, most likely 2 or 3 in-game days, as has been speculated by other posters.
4. You can have all your items in advance, there is no need to farm them after receiving the quest.

Hope this helps ^.^

I had a hard time getting this one. What I noticed though, is that after I forgot why I was carrying beehive chips and synthed them to wax, and shipped my dhalmel meat to my mule... he gave me the quest. I think, since part of the challenge is to bring him "fresh" ingredients within the next 3 game days, he won't give you the quest if you already have them on you. Fortunately it was no problem for me to run to Tahrongi and kill a few bees and dhalmels. I was back in 20 minutes and completed the quest.

Ok, here's what I did...

First, I did the first quest. Then I logged off for the day. I came back today, talked to the governor's aid. Then I talked to Take, and then finally Rycharde, who gave me the quest.

Hope this helps!

If not, maybe you have to have higher fame to get this quest than the other...
Nope... not three days
# Jun 22 2004 at 12:37 AM Rating: Decent
I did the first quest, went and trained a chocobo in Jeuno, and came back six game days later. He wouldn't give me the quest.

I'm going to try the "wait until region update" strategy, and see how that goes.

Ok, from what i can gather, you have to wait at least 3 in game days before Richard will give you the second quest. I just finished the first quest and now im goin to go farm a beehive chip-i'll post back here if i can confirm if the 1 hr RL wait is correct
Region update
# Feb 05 2004 at 11:18 PM Rating: Good
I am fairly certain that you just need to wait until the next region update in order to recieve this quest. I also believe that your character has to be online and active to witness the change so that the quest will release itself to you.

Lets say you got the second quest and dont complete it in time, do you hae an option to do it again?

If you don't complete the quest in time, you don't fail it. You can still turn the items in, you just don't get as much gil (1000 instead of 1500).

I did not get the second quest right away. I remember having to go and do some stuff so I logged out. I got in the game like a day later and could do the second quest.

At THAT point, I got his standard reply.

THEN I went to san d'oria. I had already done 27 quests in windhurst so did 18 or so in san, I'm a level 12 white mage.

THEN after several days in san d'oria, upon heading BACK to windhurst, I chanced to talk to Rycharde again. Mainly I talked to him because when I talked to that lady downstairs, she said something new this time like..

"you are really doing a lot of good work for Rycharde!"

So I talked to him again, THIRD QUEST:

He wants a puffball!

I'll post more about this quest after being in game, since I forgot the name of it... er wait I probably took a screenshot..

Ah darn.. did not take one of name of quest but in the shot Rycharde is saying:

"Hey, long time no see.
Remember the last order I got? That was from the
governor herself, and she really liked the dish I made for her!"

"She liked it so much, she said she wants me to prepare all her meals for her from now on!
I don't want to disappoint her, so I need you to bring me exotic ingredients to practice my cooking skills!"

"I heard they're pretty hard to get, but I'd like to start with A PUFFBALL Whaddya say?"

A PUFFBALL is actually in green, which items you can get are always in, which is why I made it in caps there.

So after you do the second quest, some few days later (possibly REAL time days) you can get a third one.

These are the only quests I've done in selbina, so NO, I did not get a fame raise inbetween the quests (well, except from the quests themselves.)

"Unending Chase", name of third quest

(quest summary in my window of current quests, in game from screenshot)

Unending Chase

Client: Rycharde
(Mhaura, Sailors' Stay)
Summary:
Rycharde wants you to get him an ingredient
called a puffball.
-----------------------

That was a few game days at least after I completed his second quest. On my way in I talked to that "Take" lady first, and what she said sounded different.. like "thank you for all the work you are doing for rycharde."

I saw the puffball under food items at Auction, in Windhurst. The player price on it was 2 k on every one of the last 10 transactions, so my guess is this is a well known quest. I don't know where it comes from otherwise.

just did the 1st quest, and waited for 3 game days (logged off for 2 hours), when I came back, he still said he has no work for me... I left town and came back and same thing... do you need a certain amount of fame before he gives you the 2nd quest?

Doesnt work. Something I'm doing wrong here? I got the first quest in which I had to trade 2 pieces of dhalmel meat. Now I rezone, go back to him and then he tells me he has no more work for me. Do I need to wait a bit before I go back to him, or talk to another NPC or what?
quest not offered
# Nov 17 2003 at 9:57 PM Rating: Decent
I did the first quest, and I'm ready to do the 2nd but he won't offer the quest... He just says he doesn't have any more work for me now.

You only have 3 days (in game time) to do this quest after talking to him. So as he/she said, it would be best to get these things before hand.
