The Prisoner Manifests are pieces of paper on each of the platforms with the cages. We suggest you go clockwise around the field as there are fewer guards that way. Get the papers from behind the cages and you can avoid the Elite Terrors. The Control Device is on the back of the platform at the back with a Terror that is not active yet, and 2 Kholum Overseers. After killing the Overseers, grab the device. The big guy will activate but the moment he stops off the platform he will collapse and die.
