Sometimes level 0 mob descriptions are found with bcnm mobs that don't give xp and therefore can't be accurately gauged for level based off of exp received from battle.
I would think your guess of level 0 would be changed had you witnessed any of the destruction dynamis summoners/elementals can toss around.
0 Just means it is unknown

lvl 0? Has anyone actually fought these? Ever? Well I guess they exist if theyre here but lvl 0 shouldnt be too hard to beat right?
