You can find this NPC by the beds on the second floor in the Tower.
This NPC is involved in Windurst Mission 3-2, Written in the Stars. You must speak with her to get an elemental charm which allows you to open up one of the elemental doors in the Wendigo room behind the sealed gate of the three magi. I believe the element type is completely random.

Well, fun is fun, but it's completely useless to add all these NPC's which don't even have a function... It looks to me like someone discovered a screenshot program and wants the whole world to see it.

Well, from a writer's point of view, I find this pretty helpful. I can look up the NPCs of an area such as this that I may need, rather than probably having to move my character from wherever to places like the tower just to look up a couple of names. *shrug* But I do see your point nevertheless.

^^ you can always tell when it's a pikko update. 1,000 pics of freakin NPCs. The new mobs list is huge. :P
