I've been in Pso'Xja and run by several of these as EP and not get aggro. I'm not sure if they were low enough EP that they didn't aggro or what, but i went along my merry way without bothering them.
I'm pretty sure they link though.

These exist in the 40 capped portion of Pso'Xja leading to Minotaur. They are very, very strange. When you attack one other ones come from somewhere. I dont' know where though. We were fighting one far away from anything and one came down the hallway dead at us, and another one followed him. I think these are like Carmine Dobsonfly (at least the ones in Pso'Xja) where they link no matter how far away they are.

For not linking I was surprised to cast on one only to have another join the fray.
These don't aggro in Sea Serpent Grotto.
