This is the NPC who both tells you what resource your nation needs and whom you have to give the resource to once acquired. There is one Quartermaster for each nation:

• Windurst Waters (S) @ F-9
• Bastok Markets (S) @ H-9
• Southern San d'Oria (S) @ H-9
