I've been killing Canal Pugils a lot lately, trying to get a Coffer Key for the Sob quest, and i'm pretty sure that they DON'T link.
And they don't aggro either, only aggro if u are resting w/o sneak.
Btw they drop Kindred Seals too.

Just in case anyone questions this (like I do with pugils in any case), it is true that Canal Pugils do not link.

I know, I had to fight 4 of them at one time tonight because they linked.

The Canal Pugils do not link. I've been killing them for about an hour now.
At 75, some of these are still EP, but they do NOT aggro at this level. Most likely they just aggro'ed you because of your level, and didn't 'link' at all.
