This is obtained through the quest "Waking the Beast"
This quest requires you beat each avatar in a 18 main alliance and then obtain a key item. Once each key item is obtained you fight the final fight in
Full Moon Fountain. The last fight is pretty hard it's against carbuncle
and @ every 20% health he will smn 1 avatar then 2 then 3 each all having their 2 hours then once carby is @ 20% there are 6 carbuncles all with
2min recharged 2 hours.
Anyways once you beat the very last fight (carby fight) this item has a chance of dropping off this battle. Everyone who completes this gets a carbuncle pole.
But Ifrit's bow, Levi couse, Carby cuffs etc. are all a chance of dropping like any other bc fight.

I think this is from the super prime fights, alliance vs. avatar, like shiva's shotel, carbuncles pole and all that. I think the quest is called Waking the Beast (don't think its in alla's DB yet so you might want to try ffxiclopedia.org).

To activate the Latent, the coresponding Avatar must be summoned in the pt and remain present.
the 18 man avatar fights are easy as hell. i dont know why you say its nearly impossible to get.
Well, impossible to get 18 people who actually give a crap about the fights and then it's a random drop. Maybe if you could pick your reward like the regular avatar fights, but you can't and nobody is going to grind this over and over to get somebody a leviathan's couse.
This is probably gained from the Alliance Avatar battles. Similar to Shiva's Shotel, which is practically impossible to get.
