Obtained by: Completing the Tactics Pearl quest. From my observation, the higher the floor of the ???, the higher the chance of getting this Rice Ball.
This item is a true Group Food item. You, Your NPC AND anyone in your party will receive the effects.
I Do not know if it will affect party members' NPCs.
Using this item gives your NPC access to more Weapon Skills, the Latent Effect Lvl 70~ weapon skills (i think).
Good if your NPC is using the right weapon, and is set to 'Attacker' job class.
