When it says "New" on this website that means it is the first time this website has recieved information on it not that it is new to FFXI. There are alot of items that have never entered an AH therefore the AH doesn't show any information for them.

Does this mean that it would give a 1% chance to do somthing like the War's double strike (two hits in a single attack)?

Is this thing rare/ex? I've never seen it in the AH.
