Increases Ranged Accuracy, so this would be quite useful if you have a RNG in your party.
Check in the description of the scroll, it says : scroll for spell : XXXXXX. Click on the XXXXX and you will see the effects of the spell.

I would assume that it raises ranged accuracy or attack. Not that I know for sure or have ever seen it used.

As a BRD, you pretty much save Preludes for RNG, as it raises their Ranged Accuracy (not Ranged Attack). They'll *love* you when their Sidewinder doesn't miss so darn much! ~.^
