Here is what i found so far after wearing this Necklace around Den and the Temple...
• It does not force a Tonberry to use an ability more than another one.
• It does not make you get no aggro in Den nor the Temple.
• It does not save you from building hate upon killing a Tonberry.
• It does not make Throat Stab miss all the time.
So far, i only found one concrete thing, which in my opinion is worthless. When getting hit by Everyone's Grudge/Rancor, you get the full effect of the ability plus your TP is reduced to 0 before you technically take the damage from it, which means you will have 2% TP.
Other things i noticed...
I couldn't get Words of Bane to not miss me since i got the Necklace (always wearing it once entering Den or the Temple). Thought i wont say it makes Words of Bane miss all the time simply because we all know it isn't a very accurate ability. (I am 75 NIN so i evade quite a lot)
Right now, i tried to evade a possible Throat Stab but it was an Everyone's Grudge. I was already running to avoid so i was facing the other way and a little out of range of regular hits. The Tonberry right before that one hit me with Everyone's Grudge for 134 damages and as expected i was down to 2% TP. But for that one i took 30ish and was down to 1% TP. This was the first time it happend, also the first time i was facing the other way while taking a Grudge. So maybe there's a story about distance, facing other way or running while Grudge or Rancor are used on you while wearing the Necklace.
[Edit]The Necklace drains your TP to lower the damages from Everyone's Grudge/Rancor depending on your TP and your Tonberry hate.

all it does, as i can see, is by wearing this you won't gain tonberry hate when you kill tonberrys. my friend has kill multiple tonberry mobs and his hate gauge was still 0 every time tonberry used everyone gauge, now as for throat stab... he was still getting the full effect, life went down dramatically 1/10 of your life i believe or something like that.. i forgot

im gonna get one of these soon, i'll post some test results whenever i get around to it...
i got one of these so i could solo more tonberry's with my SMN. i heard that it makes grudge/rancor damage get removed from MP instead of HP - however it has no effect on avatars.

From my experiences with the necklace is that it reduces damage depending on how much TP you have.
I usually get hit from Everybody's grudge at 500 or so.
When I had charged up to around 100% tp it had been taken down to 2/3s the damage. Another time it was halved when I had 150% of tp.
I'm guessing that at 300% you get hit for nothing, but it does suck your tp completely.
I don't know about not getting aggro in the den or temple, but that's probably a bogus claim.

I heard from someone that if you wear this you receive no tonberry hate when you kill tonberry, it makes sense though doesn't it? Wearing a necklace of that places kind...

uggalepih necklace is like a portable tonberry priest.
it lowers the damage everyone's grudge does by a lot but it hurts your HP and TP. It's an exceptionally useful item for the 3-4 tonberries that do everyone's rancor instead of grudge.

EDIT: Someone told me that if you wear this you will never get aggro in temple nor den, but if you wear it and attack a mob it will dissapear.

seen a high lvl THF wear this... have no idea what it does still =(
