The real stats are: Area outside of own control 18HP

Mithril Ingot + Tct. Mgn. Espadon + Fire crystal.
HQ is the +2 version.

Considering there is both a +1 and a +2 version of it, and considering all the other CP items that can be enhanced like this are from crafting, I'm pretty sure its crafted. Don't know which craft and what materials you need though. Also, I think the +1 gives 18hp, not 15. The +2 gives 20hp, and has a 39/241 damage/delay ratio.

You could more safely assume its a quest item, but I cannot confirm that.

Well, I would assume that it's made through some trade skill, but I see they don't have the recipe up yet.
