I got mine for 1k from someone's bazaar some months ago, but it's now being offered by the Starlight Celebration vendor Moogles for 10k. It's really not that great-looking but I keep it for the moghancement: Gardening. It's much bigger than you'd expect. I'm not looking at it right now but I remember that it's roughly my height (Mithra). =^. .^=
Well after having this thing since the event I decided to AH it, goes for 3K in Shiva server in all AH. I liked the look of it but my mannequins are my pride and joy now.

It gives Moghancement: gardening, so if your going for that this can certainly help.
I dont think they can be obtained after the event, but check the AH to see if anyone sold any extras. (It was pretty easy to get several during that event)

It was one of the rewards for doing the Moogles Vs Goblins card quest for new year.
