you get this key item as a reward for your NPC's 6th quest. you also get a tactics manual (might, endurance, or fortitude).
the kit itself was used by the taru in the quest to assume the shape of anyone he wanted, but it got out of hand and he couldnt change himself back. he gives it to you after killing the Illusionary Pot NM in lower delkfut.
im not too sure what the item could be used for, other than looking pretty in your 'key items' menu.

The Costume Kit is probably the item needed to be able to use the Manuals on your npc, since its impossible to use the Manuals before you've done this quest. So basically, the Costume Kit is being used to change your npc's job to the more advanced form, such as Fierce Attacker.

Actually you can use the T.M. before doing this quest. I got a T.M. Endurance from someone and when i spoke to my NPC she learned the new healing style.
