I did this quest yesterday. It doesn't matter from which country you are because I'm from Bastok and I still did the quest. You just need to be able to gain entry into the Chateaux. Do it while you're doing the Emmisary mission (be sure to talk to your consulate first).
Then, you just have to raise your fame by two levels. Talk to the NPC in the tavern in South San d'Oria. Once he says that he hears your name a lot. Head on over to Novalmauge and you'll get the scroll.

I figured it out, and it HAS NOTHING TO DO WITH FAME. I still have low fame and finished this quest...though I had complted 22 missions. At 22 missions, Rank 2 San D'orian, he would not give me the quest.
THEN I figured out the answer. I went and talked to the guy outside the castle who gives out the *protection from vampire* quest. That guy tells you of a rumor that Novalmauge is a vampire. I accepted his quest and then went and talked to Novaulmauge. HE THEN GAVE ME THE QUEST. and there in lies the solution in how to get Novaulmage to give you the quest. good luck!

Are you talking about Maloquedil? What level were you when he gave you the quest? I'm level 12, rank 2, and he does tell me about Novalmauge being a vampire, but he does not give me a quest. The links here say that the quest Maloquedil gives is minimum level 18. I was eager to test and approve of your solution for the quest. If you are level 18 or above though you may just have it. Bravo, either way.

The level required for drain is black mage level 12 !!! Easyer to get then the spell :( !!

I'm trying to get Novalmauge to give me this quest, but he just says "those without business here should leave, that means you." I'm going to try repeating the Bat Wings quest and some other repeatable quests until he will speak to me.
Getting to the prison is simple. If you have Rank 2 from ANY country (I'm from Bastok, and I can enter the Castle) you can enter the Castle from North San d'Oria. When you get inside, turn right and head through the door, then go left to the end of the hall, and go down the door on your right. All the way down the staircase, and you will zone to the prison.

Rank 2 from bastok on mission 6 so I could get inside castle. Have done quite a few quests, as many as possible for me at lvl 20. I did not however get the scene in the garden.. the gardenkeeper did not like me! >_< Anyway, where is castle draguille? Anyone? Thanks ^^

I've found that you have to repeat and repeat the same old quests until the NPC (mentioned below) in the Lion Springs Tavern says you are well-known. So those of you not getting the quest need to go back and redo the rabbit hides/bat wings/etc. quests over and over as these continually raise your fame.

Ok I just got Drain today so I know all the details.
The item needed to do the quest is "Beastman Blood". You can buy this in the auction house for about 1-2k gil. So you don't need to go kill level 20 leeches to get it.
Next to get into Chateau d'Oraguille which gives you access to Bostaunieux Oubliette you need to be on a mission that requires you to go to the Chateau. Mission 6 for Bastok is the one I needed to be on to get into the Chateau. Just being rank 2 wasn't enough. I don't know how it is for people who are from San d`Oria or Windurst.

I did not have enough fame, so I got someone who did have enough fame to turn in the blood for me, and he gave me the spell.
Drain has a recast time of 60 seconds. I have 16 skill in Dark magic and Drain was doing 20-40 damage each time I used it, but sometimes it would only do 1-2 damage. The thing is you need to be missing hp for it to drain hp. It can do 30 damage but only heal you 4 because you were only missing 4. Even still it sometimes drains only a few hp, but not often.
The spell is most certainly worth getting. It can save your life if you need a quick heal.

Also you can only do this quest once. So some people won't want to help you. The spell sells for 20k on my server so its a big money maker. Might want to forget to tell people about this part if your asking for help ;)

He is in the prison area of the Chateau. I had gone around speaking to everyone in there because it was my first time there and got the cutscene at the garden, got a quest from a guard Curilla I think, and then in the jail I spoke to a prisoner, got a cutscene then spoke to this spooky guy & got the quest for the blood, not sure if all that has anything to do with each other. Also, am ranked 2 and have done alotta quests, alot.

Did you guys talk to everyone else in the chateau? I talked to everyone and saw the cutscene near the queen's tombstone before stumbling across him by accident, and he offered me the quest. I'm not sure, but the cutscene might have something to do with it.

I'm rank 3.9, I've repeated about 3 dozen quests, my home is in San d'Oria.. and he STILL wont give me the quest.

You don't have to be rank 3...my buddy did it at rank 2 no problem...but he still doesnt remember who he talked to to start it...ill post when i figure it out
